AI日新月异 制定法律难度大 郑立慷：多采用指南 框架 管制
新闻转载自《中国报》 点击这里阅读中国报原文章 郑立慷（右）在讲座问答环节回答问题；左为莫顺宗。 （加影11日讯）科学、工艺及革新部长郑立慷指出，目前全球多数国家都采用指南或框架管制人工智能（AI），因为AI技术发展日新月异，制定法律管制难度大。 他说，该部去年9月推介的人工智能治理和道德准则（AIGE）属于可改动的活跃性质文件（living document），而非法律，一方面因为AI是新技术，另一方面则是不希望太多限制导致人们应用AI时创新降低。 “我们鼓励年轻人在构思创意时不要理会太多，先创造，但若是公用或和社会分享的内容便需要交叉审查，和业者或执法部门展开讨论。” 郑立慷出席《人工智能：青年与创意产业在AI时代的机遇》科技讲座时提及民众应如何界定使用AI的底线，他说，最简单的检视方法便是有关行为或内容是否有害及侵犯他人。 他指出，AI在创意产业方面有利与弊，好处是降低人们创业成本和门槛，一个人也可以完成原本需要团队才能完成的工作如视频制作，但AI带来的挑战与危机也不可忽视，这包括伦理、隐私、知识产权归属、AI偏见及信息茧房等问题。 他认为，人们应不断学习，善用AI简化繁琐工作，因为人类不会被AI取代，反而会被更懂得使用AI者取代。 讲座主讲人是新纪元大学学院校长莫顺宗和AGMO集团创办人兼总执行长陈奕强，出席嘉宾包括新纪元大学学院副校长（学术与研究）阿兹赞、副校长（国际与企业发展）郑诗傧和计算机与创新技术学院院长洪阳宜，及东南亚社会科研究中心总裁梁志华。 根据报导，AIGE旨在规范科技的发展使用，其中包括数据隐私和安全、公开透明、可信度等等准则。 点击这里阅读中国报原文章
